    for the 24 hour care of people whose need for assistance and care means that they are no longer capable of living independently and whose ability to manage can no longer be ensured through the provision of other social services and assistance A total of 118 social welfare institutions offered services to the elderly in Estonia in 2007 discounting those designed for people with special psychiatric needs providing 24 hour care to 4970 people 80 of whom were above the age of 65 according to annual reports The responsibility for the financing of care services for adults falls mainly on the individuals themselves and or their family members or providers and local governments Only the care costs of those who were already living in general care homes as at 1 January 1993 are covered by the state Applying for a place in a social welfare institution If an elderly person or his or her family member provider or caregiver wish to apply for a place in a social welfare institution they must contact the care home directly or a social worker from their local government who will explain the circumstances conditions and procedure for obtaining such a place If assistance is sought from the local government in covering the costs of the care home the social worker has the client or his or her representative complete a written declaration Once a suitable institution is found the individual who is to receive care or his or her legal representative enters into an agreement with the director of the institution setting out the conditions of living in the care home and the procedure for payment for services If the client s local government is to assist in covering the cost of the services a tripartite financing agreement is entered into between the

    Benefits and support Subsistence benefit The subsistence benefit is a form of state assistance for those in difficulty which is paid by the local government In order to alleviate a person s situation the local government employs both social services and other forms of social assistance depending on the situation in question The benefit is paid if all other measures for the alleviation of poverty and difficulty have proven ineffectual The subsistence level is set by the Riigikogu the national parliament in the state budget It is calculated for people living alone or the first member of a family for every budgetary year The subsistence level of the second and each subsequent member of the family is 80 of the subsistence level of the first member of the family The State Budget Act for 2011 sets the subsistence level as 76 70 per month for a person living alone or the first member of a family and 61 36 for the second and each subsequent member of the family The subsistence level is established on the basis of minimum expenses incurred in the consumption of food clothing footwear and other goods and services satisfying primary needs The Social Welfare Act

    Subsistence benefit Organisation of cases Victim support Applying for asylum Children and family Benefits and support Organisation of cases The electronic version of the handbook on the organisation of cases has been completed The handbook is designed primarily for specialists employed in the social sphere but may also prove useful to students of social work The handbook was produced from case based network training which was developed by the Pärnu college of the University of Tartu in 2005 at the request of the Ministry of Social Affairs The training was required in order to cement the case based network knowledge of specialists 90 of whom from different local governments rehabilitation institutions probation supervision services and regional departments of the Labour Market Board took part 84 completed the course in summer 2006 A new training course began in autumn with another 90 specialists However since more training is needed than can be offered in one go the case based network knowledge has been collated in a handbook The case organisation handbook was produced by the Ministry of Social Affairs in association with InterAct Projektid Koolitus OÜ and the Pärnu college of the University of Tartu The print version of the handbook

    place of residence such as tourists alongside the rights of citizens of the countries which have joined the European Convention on the Compensation of Victims of Violent Crimes However the rights will be extended to the parties to the Convention after Estonia has joined it Compensation for a victim s funeral expenses and medical treatment expenses is now available to the persons who actually incurred these expenses So far these expenses were compensated in the event of the victim s death only to the victim s dependents which in reality resulted in a situation where a victim s children were entitled to compensation but when a child was killed no compensation was available to the parents Besides the expenses of restoring physical health the cost of restoring mental health is also compensated The law also extends compensation for medical treatment expenses to psychological counselling and psychotherapy A fixed amount has been set for compensation of funeral expenses 448 euros The change simplifies the procedure for receiving compensation since there is now no need to justify each expense incurred for the funeral which was a major source of dispute between applicants and officials in the past The amount of funeral expenses subject to compensation is based on minimum funeral expenses of which 80 is compensated it is the general principle of the law that 80 of the incurred expenses are compensated Compensation payable to the dependents of a victim have increased 75 to one dependent instead of the former 25 85 to two dependents instead of the former 50 a total of 100 to three or more dependents Applying for compensation Applications for compensation should be filed with the local Pension Board office The application has to be filed with the Pension Board office within one year of the crime or
