    in Harku and Kuusiku and at Tartu Raadi airfield Despite extending the deadlines Utileek has failed to fully perform its obligations even though the service has been paid for The Environmental Inspectorate issued a precept to Utileek obligating it to dispose of the waste on the temporary dumping ground in Harku by 30 November Utileek has contested this Similar precepts on disposing the other waste have been issued by local governments and the Environmental Inspectorate to the Raadi and Kuusiku dumping grounds In Raadi where in addition to the Let s Do It waste there is about ten times more building and other waste resulting from Utileek s main operations in previous years waiting to be disposed of Utileek has to clean up the ground by 15 October According to the contracts signed by the Ministry of the Environment the Estonian Fund for Nature Utileek and Utileek Lõuna the latter were obliged to handle the entire waste gathered during the Let s Do It initiative by August The deadline was extended once but since then there has been little progress in the handling of the waste We are extremely disappointed in this partner who clearly doesn t care about the voluntary work of tens of thousands of people and has not performed its obligations said Rainer Nõlvak the initiator of the Let s Do it clean up initiative The entire Let s Do It project was based on trust honour and cooperation I would go so far as to call Utileek s behaviour ill intentioned Utileek has reportedly not given any reasonable explanations to any of its partners as to why the waste handed over to them has not been fully dealt with A meeting was held at the Ministry of the Environment on Friday 9 October to discuss ways

    the possibilities of creating new jobs The parliament s press officer stated that the Social Affairs Committee thought it necessary to include the State Forest Management Centre s coppicing project in the wage subsidy programme of the Estonian Unemployment Insurance Fund in order to promote the creation of temporary jobs In the committee s estimation it will be possible to create hundreds of temporary jobs in the first implementation stage of the project The committee also stated that in the current extraordinary economic situation it is necessary to make the terms of payment of wage subsidies more flexible The state must immediately remove all legal barriers so as to create as many new temporary jobs as possible for the forthcoming winter said Urmas Reinsalu Chairman of the Committee It makes sense to introduce the necessary changes to European support procedures so that temporary jobs can also be created to carry out the demolition work recommended by the representatives of My Estonia The Social Affairs Committee also defined the initial measures for removing the barriers that are hindering the creation of temporary jobs throughout the country The issue will be addressed again at the next committee session in two weeks At

    area The discussion was opened by Jüri Ginter Dean of the Faculty of Education of the University of Tartu who emphasised that the time for brainstorming is right On the one hand the illusion that the rest of the world offers ready made solutions that we could easily introduce in Estonian education has been shattered On the other hand the 1 May brainstorming session resulted in the formation of a group of leaders who are willing to and have ideas in terms of how to find new ways of improving our educational system and who are ready to develop proposals There are many innovative solutions in our schools that we should analyse support and share Ginter said The many reasonable proposals made at the brainstorming session on 1 May are proof of that For five hours the participants worked on the proposals presented earlier such as how to separate the more general part from the national curriculum and allow schools to teach according to different study systems such as Waldorf schools the Good Start programme or subject teaching In addition some of the latest ideas were introduced for the first time such as a special programme for the organisation of teacher training for people with good life experience and giving teachers the chance to influence the content of study materials Some groups discussed ways of developing creativity and reducing the level of school drop outs The effect of the brainstorming session methods and the future of the brainstorming session were also discussed At the end of the discussion Helmer Jõgi a former long serving school principal and currently a politician acknowledged that there is no better means than brainstorming sessions to implement the great ideas ordinary people have A more detailed overview of the discussion and further steps will soon

    the conditions for activities at the local level i e delegating the making of choices and decisions on how to use resources to the local level along with involving local communities so that local needs are met and problems are solved Aaviksoo stressed the need for simplifying rules and laws and recommended that the state be simplified so that people have more opportunities to make something of their initiative In addition several new discussions have started since the end of summer in more specific workshops which are uniting people who discussed the same subjects in different locations in Estonia on 1 May The workshops are subject based permanent brainstorming groups providing a simple and neutral platform for sharing ideas between representatives of the state citizens and the third sector to jointly find solutions to complicated and complex problems Several workshops have implemented or are working on extensive new projects Part of the press conference was dedicated to revealing the dreams of My Estonia that have been fulfilled which the brainstormers had when signing up for the session and which have come true with the support of the board of My Estonia The first was of Hiie Lainela from the village of Soometsa in Häädemeeste municipality who dreamed of going on a great canoeing ride with her fellow villagers as there is no body of water in the village Now they have a year to decide when they will realise their dream with the help of the seiklused ee portal Another dreamer was Jelizaveta Nikolajava who wanted to make the Lasnamäe area greener Her dream may come true this Sunday when everyone is invited to a tree planting session in Tondiloo Park Jelizaveta said that My Estonia restored her faith that things can get done and invited everybody to help her

    Social Affairs is implementing a project to create new jobs and clear Estonia s forests of coppice The State Forest Management Centre has welcomed the idea and developed a programme of nature conservation work The work will mainly focus on coppicing in nature reserves and nature conservation landmarks Basically it focuses on the maintenance of woodlands and opening up views as well as collecting waste and debris in protected areas To clean up the forests the State Forest Management Centre is prepared to create up to 1500 new jobs as part of the programme The Ministry of Social Affairs has done its utmost to implement the project The general opinion is that the wage subsidy measure due to be launched on 1 January will enable the jobs to be created Minister of Social Affairs Hanno Pevkur says that the initiative will help meet two goals Up to 1500 people will get a job and with their help we will get our forests cleaned up he said Both unemployment and the cleanliness of our neighbourhood were important issues at the spring brainstorming and lots of ideas were offered to fix the situation The wage subsidies would definitely help us realise some of these ideas This project is a good example of the cooperation of the state and citizens initiatives in implementing great ideas that would improve all of our lives said Vello Tamm coordinator of the My Estonia workshop on enterprise and new jobs The programme will begin in January 2010 Further information What is a wage subsidy A wage subsidy is a subsidy paid to an employer for hiring an unemployed person The terms of wage subsidies are being simplified and starting in 2010 legal entities will be able to hire unemployed people who have been out of work for

    of as much as 60 of ideas they were first and foremost aimed at using and developing opportunities for improving the lives of people in Estonia The proportion of ideas on how to solve existing problems was not as large The issues concerning the development of a specific community were addressed most frequently The issues covering Estonia as a whole formed about a third of all subjects and were mostly related to solving specific problems Solutions mostly comprised activities that the participants could do themselves Besides these the expectations placed on municipal governments and other local authorities were highest and their role was logically seen as being important in local community matters The expectations placed on private sector and government agencies were notably lower In terms of the implementation of ideas two thirds of those presented will clearly require the contribution of people s time and around half will also require a contribution of know how and skills Thus the realisation of the ideas presented on the 1 May could depend to a great extent on people s willingness to contribute their time About a third of the ideas will require financial resources and around a quarter will require other material resources It was a positive surprise that people looked further ahead and didn t get bogged down in everyday issues or talk about a lack of money noted Rainer Nõlvak initiator of the My Estonia brainstorming session when commenting on the results of the preliminary study It s significant that about a third of the people discussed joint activities and cooperation which is a sign of the revival of people working together which has been neglected for some time And the fact that only a third of the ideas need money shows that most solutions depend solely on initiative
