    in the voluntary community sector and in the private sector The services can be provided as face to face or distant sessions on an individual or group basis The service package may include career information assessment and self assessment tools counselling interviews career education work search programmes and transition services The former staircase image of one s career has come to be gradually replaced by the one of a road passing through life and encompassing all contexts that people operate in and all roles that they take Guidance in Estonia is mainly provided by the public sector within the education and labour market structures Provision in the education sector tends to be more complex and divided across many institutions compared to the labour market sector In 1998 the Ministry of Education and Research MoER founded the National Resource Centre for Guidance NRCG Estonian Euroguidance Centre to support guidance practitioners in promoting mobility and the European dimension within education and training and in the field of guidance Our main target group is guidance practitioners whom we support by producing different information and methodological materials printed and electronic versions organising seminars and trainings on regional national and international level and developing web sites After ten years the NRCG has become the main partner of MoER in developing the Estonian career guidance services system After the successful implementation of the project the Development of the Guidance System in Estonia 2005 2008 financed through the EU Structural Funds the NRCG continues with the programme the Development of Career Services in Estonia until 2013 NRCG is also nominated as a representative in the European Lifelong Guidance Policy Network In 2008 a contractual agreement to develop career services was signed between MoER and Ministry of Social Affairs MoSA stating the areas of responsibility in providing high

    ever was held in 2008 in Holland and Estonian competitors returned with two medals silver for the slater and bronze for the bricklayer The Global contest WorldSkills has a much longer tradition and the competitions held in Canada in 2009 were the 40th in row In Lisbon in December 2010 in the EuroSkills Estonia will be represented with the record 20 young people in 19 fields After regaining the national independence skills competitions were first held again in 1994 Innove has been organizing skills contests since 2006 Every year the number of skills competitions organized by Innove has been rising In 2010 there will be 20 competitions in 25 fields Year 2009 was the first time when Young Master a big event comprising skills competitions in many fields was held Young Master takes place in cooperation with a popular youth information fair Teeviit The supporters of the Estonian Skills Competitions are European Social Fund and the Ministry of Education and Research MoER participation in international competitions is supported by the MoER In addition many VET Institutions enterprises and professional associations support the initiative Contents in Estonia and Estonian participation internationally have been brought under one brand EstoSkills Highlights Contact Kutseharidus

    established in 1997 by the Ministry of Education and Research NEQC main objective is to implement the national education and language policy The main objective of the Foundation is to coordinate the lifelong learning development activities and to implement the relevant programmes and projects and the EU structural aid in a targeted and efficient manner To achieve its objective the Foundation shall Organise the development and implementation of qualifications and curricula mainly in the area of general and vocational education Coordinate the development and implementation of career services Create possibilities for integration of non Estonian speaking population and support relevant integration processes Prepare coordinate and implement programmes and projects in the area of lifelong learning and languages Fulfil the tasks of an implementing agency of structural assistance Organise training testing and collection analysis and dissemination of education related information Create learning possibilities in accordance with the issued training permits and found private schools as institutions of the Foundation for this purpose organise their activities also organise hobby education The work organisation of a private school as an institution of the Foundation shall be specified in the statutes of the private school Organise other activities necessary for achieving the objective of
